What’s not shown in the popular post with the screenshot, is the panel where after he turns her into stars, Joker says that he “still has it, even in a moment of abject saccharine”. He KNOWS he did a genuinely sweet thing for Harley. He’s not trying to play it off as a joke or something he did for himself. He 100% is aware of what he did and why he did it.
