I just thought about it for a bit; maybe it was just a costume test? Like, the costume department said they made a bunch of different Harley outfits that never made it into the movie, so that’s a possibility too.
I think that this is from Harleys other fantasy where she’s not “normal” with kids but marries Joker and that is a wedding dress. It could be other version of chemical wedding. I can be wrong though
