Even if she expresses regret about what she did to Jason in future dceu content it wasn’t out of character for her to do something like that. Don’t forget Harley Quinn is mentally unstable and lives in a state of mind where violence is “fun”. Just because she can form connections and sympathize with people (mostly other villains) doesn’t mean she’s gunna feel the same empathy with everyone else, especially people in the batfam who are responsible for ruining her “fun”.

I think it is also worth mentioning that in the Arkhamverse Harley Quinn tortured and brainwashed Jason Todd, and she never had any remorse about what she did to him.

People pick and choose what they want about her to back the idea they have that she is a special angelic snowflake, but she is a villain. She saves a pup in one universe and they forget that the same incarnation blew up children the day before…
